Digital Green has been working in Bihar since 2012 piloting its flagship program on community based videos in partnership with government departments. Over the years, in partnership with JEEViKA, the Department of Agriculture and other civil society organizations, we have worked in all districts of Bihar and enhanced efficiency and effectiveness of the agriculture extension system. Digital Green now is also focusing on developing innovative tech-based solutions to enhance the efficiency and efficacy of the front-line extension workers in reaching out to marginalized small-scale producers.

Job Summary

The Senior Program Officer plays a key role in achieving the team’s and department’s Objectives and Key Results. This position involves organizing capacity-building training, liaising with stakeholders, ensuring timely project completion, and maintaining accurate documentation of progress. The role is crucial in meeting project deliverables through effective communication, oversight, and collaboration with internal and external partners. The ideal candidate is proactive, possesses strong communication, digital, and teamwork skills, and is dedicated to DG’s values and the empowerment of farmers. The Senior Program Officer will report to the Project Manager..

Key Responsibilities

Program Support
– Manage partnerships at district and block levels, collaborating with block-level team and coordinating with the district team for planning and executing activities.
– Support in program planning, design and ensuring its proper implementation at the field level.
– Support the Supervisor / Regional head in day-to-day management and implementation of the various programs and pilots.
– Sharing the checklist and trackers with the program/pilot and cross-functional team and follow-ups for ensuring its implementation within the estimated timeframe.
– Orient partner’s district and block officials on project deliverables.
​​- Organize and support meetings including management of all logistical activities related to the meeting such as webinars, and bi/weekly program meetings.
– Support Supervisor / regional head and team in maintaining effective relationships with Govt partners, Agtech partners, NGO partners and FPOs.
– Provide regular program updates, proactively highlighting bottlenecks and seeking support for the resolution.
 
Development & Strategic Partnerships
– Support the Supervisor to represent the organization in forums, workshops, and meetings with government representatives to discuss collaborative opportunities.
– To liaise effectively with the internal and external stakeholders to support program/pilot deliverables.

Partner/Donor Management
– To support Partners’ visits and accompany them on these visits, if required.
– To prepare consolidated MIS and program reports in the stipulated templates/formats, as per timelines and submit them to regional head for onward review and comments.
– To consolidate all queries and support in prompt resolution of the queries raised by the partner/donor.

Communications
– Ensure smooth coordination with Communications and Program teams to ensure timely and relevant messaging that aligns with strategic objectives and implementation plans.
– Support Communications team in preparation of promotional materials, program summaries and reports as required.
 
Documentation & Record keeping
– Responsible for keeping a record of all reports, trackers, briefings, information sheets and minutes of meetings led by the Vertical Director.
– Ensure timely completion of proposals, reports, and other key deliverables required by institutional partners.
– Ensure all submissions meet internal and external requirements.
– Supporting Regional head in raising ERP requests for the program/pilot related work orders etc. and ensuring their submission and processing.
– Share the periodic progress of ongoing activities of the projects and pilot and future plans in line with the DG strategy.
 
Quality Assurance
– Ensure high quality field level data collection and coordination with block officials and cadres.
– Validate and assure the quality of data
– Gather and share field intelligence and farmer feedback for solution development.
– Ensure of dissemination of advisories through various channels.
– Track progress, set targets and troubleshoot issues are needed.

Qualifications and Experience

– Bachelor/Master/Management in Agri/allied/social work or a related field
– 3-4 years of relevant work experience
– Demonstrated ability to cultivate relationships, collaborate with individuals in a culturally diverse setting and build consensus
– Superior writing ability with experience in report writing preferred
– Strong oral communication, advocacy and networking skills
– Ability to multi-task while still maintaining a strong sense of focus
– Demonstrated managerial experience and leadership ability
– Highly responsive in approach to help address program needs
– High level interpersonal skills

Competencies 
– Language Proficiency: Fluent in local language and proficient in English (both verbal and written)
– Subject matter expertise: knowledge of climate agriculture livestock interrelationships, resilience methodology, and their rationales.
– Technical skills: Data analyses using excel and other tools.
– Adaptability, courage and demonstrated commitment for improving the resilience and income of small-scale farmers through innovative and data driven CSA practices.
– Adaptability & Collaboration: Open to adapting to alternative ideas for the successful implementation of the program objectives, collaborates well with others to seek and offer help, respects views of others, and cooperates very well during the implementation of change management processes of the organization.
– Networking and Partnership management: Ability to build and sustain relationships with various partner organizations to deliver program objectives, strengthen the capacity of the partners through regular interactions and training, and identify opportunities to introduce DG’s approaches & successes for scaling up.
– Result Orientation: Highly focused on meeting program deliverables – quality as well as within timelines, regular progress reviews and making course corrections as required; takes complete accountability for self and team actions for meeting program objectives.
