Job Summary

Digital Green Trust seeks to hire a MEL Manager with significant experience in monitoring and evaluation of digital development programs, particularly with a gender lens. The MEL Manager will work closely with other Digital Green Trust units, including its strategy, program, training, product and technology teams, to identify learning questions as well as coordinate with internal and external implementation, research, and knowledge partners to conduct operational research studies as well as impact assessments for Digital Green Trust’s programs. The MEL Manager will introduce innovative ideas and approaches and have an ability to work proactively and autonomously while serving as a key contributor to the strategic objectives of Digital Green Trust’s MEL team. They should also be able to manage tight deadlines and multiple simultaneous deliverables.

Key Responsibilities

– Digital Green Trust is designing and implementing programs using digital products and tools for: 1) agriculture extension, for reaching farmers with highly localized, timely and relevant information, and 2) supporting Farmer Producer Organizations (FPOs) to use data for decision-making and connect with markets. The incumbent needs to support designing of approaches and tools for MEL, and conducting MEL activities, including research studies for these programs. Ensure integration of a gender and climate lens in MEL approaches and tools.

– Extract data from analytics of different digital products and tools, and should be able to merge different datasets to carry out analysis for understanding the effectiveness of programs.

– Monitor and mine data collected on different program implementation aspects on an on-going basis to identify trends, issues, and insights that inform project implementation and synthesize concrete recommendations.

– Perform rigorous quantitative analysis that informs program design and provides insights on program performance and impact using statistical tools .

– Support in creation of research and learning questions for various projects and programs, design study approaches, and define scope of work for research partners and survey agencies

– Implement research studies from end-to-end in coordination with external research partners and survey agencies, internal program teams, training team, product and technology team, and implementing government and NGO agencies.

– Define performance and impact indicators, structure operational data collection as well as survey instrument and tools (esp., those leveraging ICTs); train investigators at headquarter and field-based levels; and develop and execute protocols for data quality assurance

– Develop visualizations and presentations, and support in disseminating findings of surveys in coordination with regional offices, Delhi Office and government partners and other stakeholders as identified.

– Contribute to developing articles, papers, factsheets to highlight results of research and monitoring and program performance.

– Contribute to developing proposals that increase relevant sources of funding.

– Ensure collection, analysis, and presentation of timely, relevant, and quality data

– Support developing donor reports, including but not limited to, quality assurance reports, performance management plans, MEL plans, and research briefs; have primary accountability for accuracy of reported progress indicators and learnings.

– Support rendering other responsibilities based on emerging program needs and assigned by the supervisor / Team Lead.

Qualifications and Experience

– Master’s or above degree in Development Studies, Agriculture, Rural Development, Statistics or other relevant disciplines

– Experience in handling MEL operations in large-scale programs on agriculture and livelihood programs will be an asset. Expertise in digital development programs would be strongly preferred.

– Experience working with women economic empowerment programmes/integrating gender lens in MEL would be a huge advantage

– Over 5 years of monitoring, research, evaluation, and/or learning experience of development programs

– Ability to perform modeling and synthesize quantitative data using a variety of software packages (SPSS /STATA/R or equivalent statistical package, Excel). Knowledge of using Stata for quantitative analysis will be preferred.

– Ability to present analysis in presentation (PowerPoint), narrative (Word), or numerical (Excel) forms.

– Ability to contribute to donor reporting as well as using data for program related decision-making and improvement.

– Excellent quantitative and qualitative data analysis skills.

– Experience in designing survey instruments, data collection tools, as well as training and managing decentralized research teams and firms

– Good written and verbal communication skills,

– Ability to travel to field locations and collaborate with internal / external stakeholders of the programs.
